The people who say this will fix PvP.....you don't know what the problem with PvP is then.
The problem with PvP honestly isn't the balance or anything, its the dying PvP playerbase, which is what this would remedy by easing PvE'ers into the experience in a safe environment.

So, the solution is when the good players all leave because GW is getting old and decrepit, we have to dumb down the PvP player base?

Seriously, this thread should be renamed "More PvP Scrimmaging Options" or something. The current thread title makes it seem like they are trying to "fix PvP" and really this thread has failed to explain why it does so.

However, its an intriguing concept.
Can't 1v1 or w/e? Three east steps to setting up a scrimmage in your own guild hall. *incredibly amounts of sarcasm*
1) Find your opponent. Not an alliance member? guest them. can't afford to pay 100g? merch that blue FDS in your storage.
2) Set up your squad. i like Koss. heres his bar [AxACJSoVEAETAAAAAAAAA]. click the "Guild Battle" button to continue to the next step.
3) Create a new scrimmage and wait for your opponent to join in.
Agree upon the rules with your opponent. and.. if you dont have a 20.... pvp char slot
You can essentially do the majority of what the OP discussed already with.
If your finding a lack of variety in the maps you play on, you can always go to an alliance member's guild hall or guest at someone else's.
Allowing different maps (particularly Relic Runs) into a scrimmage mode is a neat idea though. I'm never mentally prepared for relic runs... however.. enabling this for scrimmaging sort of removes its uniqueness and surprise in HA.
I'm also a fan of the whole visitor's invite slot. although, and indefinite amount of time on the invite would give a very long list. an 8hr limit or less i think will still be fine. free? i don't think that's a great idea. perhaps have a cost of say..25g will be suffice.

I think we ppl should be rewarded for playing pvp , not winning only , like u get 1/3 of the faction when u lose , this way more ppl will enjoy it imo

You have some interesting Ideas here. I'd like to add some suggestions:
1. Since Guildwars PVP is supposedly balanced solely for 8v8 make RA/TA 8v8.
2. Make Guild affiliation Character dependent rather than account dependent. Why must all my toons belong to the same Guild. My guild is exclusively PVE, I like to PVP also. Why must I abandon my friends to play a new game type?
3. Replace disconnected players with equivalent template NPCs instead of the team just being 1 player short for the match(this would probably be work in PVE also).

The best part of the whole thing was within the custom rules, since Anet continually drops the ball on skill balance, and then promoting the death of the game with an 8 month down time of shitty ladder play +2/-2/+3/-3 while we waited for AT's which just put greater restrictions into the game. Although the excuse for making AT's was to make the game more customizable for the GvG format, it was just an excuse for Anet to waste vast amounts of time/resources developing it,(or simply put gave them an excuse that they were indeed working on something) I guess in reality they were brain storming for 8 months; and once finished just made Anet's job easier as it's automated now, leave and forget.
To date we have never had a core skills or, core+faction skills AT, nor one with a decent lineup of maps. This custom feature would have done wonders if it was implemented before they started their whole chapter/expansion campaign leaving us with broken skills for 3+ months a time. Too bad it's way too late now.

This would be a great addition towards PVP, not so much a fix. The Elitist attitude which is displayed by people is what keeps the few/somewhat remaining players playing. You have many good ideas but sadly the Developer team will prolly never see this post.
